How do I work out the size of extractor fan that I need?

An effective hood is the one that ensures 10 changes of air in the kitchen per hour at a level of noise which is acceptable - this is usually around 55db.

The formula to measure effectiveness is as follows:
Measure the length and width of your kitchen to obtain the m2, multiply this by the kitchen height, multiplied by 10 changes of air per hour. The resulting figure gives the m3/h air capacity needed.
